Camera keeps snapping straight down

Issue Details:
Character is constantly looking down. i can move the mouse and look around but it is constantly snapping back to straight down. when i open the inventory or escape menu the mouse works just fine.
i have tried uninstalling java, reinstalling, and restarting my computer.
