Friend can't connect to any servers

Hello, I was trying to get my friend into ftb but he can't seem to connect to any online servers.

Whenever he tries he gets "java.net.connectexception connection timed out no further information"

He can play vanilla minecraft online no problem with no lag (along with tons of other games).

What we've tried:

Reinstalling Java to 64-bit
Reinstalling ftb
Trying a dozen different servers
Trying many different mod packs
Trying different versions of modded minecraft
Making sure the ports on his firewall are open
Making sure java has all rights in his firewall

I've pinged his IP in command prompt and I get about 110 ping constantly

The only thing we've really had any success with is hosting our own servers through hamachi... but the person connecting gets disconnected after a few seconds from joining (connection timed out error). For instance if he is hosting I get the error and if I am hosting he gets the error.

Anyways I don't really know who else to turn to, if any of you guys have an idea or any suggestions, that would be a tremendous help. Thanks for reading this!
