short: set up a wind turbine not 24h ago
using steel rotor
keeps producing kU and and EU - but when open gui rotor disappears in-world and gui says “rotor missing”
can be fixed by re-logging or just rotating with wrensh - so my guess is this is just graphical de-sync

had set-up test-server with forge 2627 and ic2 2.8.16 - just as in revelation 1.8.0 - to check if its pack error or ic2 itself

also - ic2 2.8.16 is way outdated - its from Aug 7th 2017 - should be update to something more recent
