FTB Revelation Studdering issue on a local server

I had decided to test out a server for me and some friends to use, so I had tested out a revelations server with just me and my brother first. Both of us had issues with studdering during gameplay, so I decided to up the RAM settings, since I’ve seen that be an issue with old modpacks. This studdering would happen seemingly randomly, and when it happens then the game freezes for around 2-5 seconds before resuming.

After changing the settings by adding extra arguements to the JVM in the options menu, I was still having studdering issues even with eight gigabytes of RAM, so this is not a memory issue as far as I can tell. Doing that did seem to reduce the frequency of the studdering, though due to the random nature of when the studdering happens, I can’t say for sure if this actually helped. Any information would be appreciated.

My specs are as follows, taken directly from the information in game:
Java: 1.8.0_131 64 bit
CPU: 8x Intel i7-6700k CPU @ 4.01 GHz
Display: 3440x1440
GPU: GTX 980 Ti

The server is being run with the default settings, and the world itself is a Lost cities world using the Rare Cities profile.

EDIT: Upon more testing it seems like these freezes or dropped frames correlate to a sudden spike in CPU usage. For some reason the use of the CPU will spike to 97% on the client for several seconds, then relent, usually going back down to 5-10%. The normal CPU usage is around 5-25% during normal gameplay, with frame drops when the usage occasionally spikes up to 55-75% usage, and occasional freezing when the usage hits 97%, which happens rarely and seemingly spontaneously, while I’m doing random tasks in game.

EDIT2: Now I’ve had the opposite in game, where the memory usage spikes and the game completely seizes up. Unlike the other issue where the game shortly becomes playable again, this fully crashes the program, ending the minecraft session.
