FTB Infinity Evolved 2.6 Server skipping ticks and timing out connections

Description of issue: After a while of running the server will double or triple CPU usage and then start skipping ticks. during this no body can log in, This also occurs if I download the world local and try it in single player.

I have been able to fix this by restoring from backups, but I am having to do that once or twice a day, getting frustrating. I have all the logs but not sure what I am looking for. most common thing in the logs is

[13:50:27] [Server thread/DEBUG] [FML/]: Gathering id map for writing to world save world
[13:51:12] [Server thread/DEBUG] [FML/]: Gathering id map for writing to world save world
[14:00:03] [Server thread/INFO] [FastCraft/]: The server is lagging 512029 ms behind, 9240 ticks will be skipped.
[14:00:03] [Server thread/DEBUG] [FML/]: Gathering id map for writing to world save world

The issue occurs even when nobody is on the server. While this is occurring if someone tries to log in the will time out, and on the server side it says they disconnected.

Rebooting doesn't fix the issue, and not sure how long it lasts as I usually restore the latest backup after trying to login after a bit.

The backup restore fix doesn't really seem to be a fix.
